No more pro robots available to connect - error

HI All,
i have created a new tenant for dev purpose , and out of existing 3 developer named user licence two is allocated to this tenant.
i have not created a machine in the new dev tenant. am not sure because while creating it is asking me only to create under two category , un attended and non prod. but i need to create a machine under named developer rite ?
so what i did ?
i open uipath studio and gave the interactive sign in option , i fot following error ,

i have 2 doubts now

  1. how to create a machine for named devloper licence ,
    2.why the error is saying about pro developer licence while we dont have any pro developer licence at all !!
