Process Delay in BOT VM

When i start a process from Orchestrator, it shows running and in the BOT VM, the process was not started.

I manually went and opened UiRobot from Tray and click Refresh Icon, it shows the process Running in the tray. Not actually the process started.

It was getting delayed for some reason and say after 10 mins, the process started running slowly. This was happened across most of my VM, there is no update ran in my machine.

I have an issue whereby the Orchestrator executed a process however I do notice that it takes about 6 mins for the process to actually run in my VM 2. I just want to know if Java security settings could cause the process to be delayed? Because on another VM 1 without the same Java settings, the process starts instantly. The only diff between VM 1 and VM 2 is the Java security setting.

Commenting a line from nuget.config fixed the issue.
