During process if an item fails then in the retry it doesn’t get processed as its status is In Progress and the next item which is in New status gets executed. So the In progress item doesn’t get executed.

You should always set the status of the transaction item you are processing to Failed in case it failed (use Try-Catch to catch the exceptions)
Assuming you have the retry set on your Queue, it would allow Orchestrator to automatically retry your transaction.
Ideally, you should never leave these In-Progress transaction hanging around.
