Fetching data from excel to web

i want to fetch data from excel as marked & provide that information to web.

I want the cell value of B2 & B3 to be fetched from excel & put it in website selecting from drop down list.
Eg. if we take Quarter1 & April

& select the same value from drop down list Quarter 1 & April.
