Delete admin users accidently and full tenant is disabled except folder. Also licence allocation is disappeared

Hi,

I cannot do anything with tenants ( full tenant service are disabled…)
since The page is missing Licence Allocation in my dashboard.( See screen shot)

But licence expired August 30.
