Can i catch any exception when continueOnError is true?

Hello,all is well
Just Now ,I met a problem about my old program.

In the environment of my program processing, sometimes a pop-up window appears.When this pop-up window appears, I hope to use throw an IOException and try catch to end this process and continue to the next process.If not ,just keep go on.（By some special reason ,i can not use Flow De…）

But in fact, if this pop-up window appears, my program may do the activity:throw tthe IOException, but my try catch did not catch this exception, and it did not proceed to my finally part, it returned to the outermost layer. on image appear judgment. My understanding is that if the ContinueOnError property is set to True, he will catch all Exceptions in this activity（include throw by myself）, so that my try catch does not catch the IOException I throw, but why does it return to the outermost layer. On image appear judgment？
