if PC does not have Excel installed, will Excel application scope Activity will work with Libre office?

—if we are using excel application scope we need to have excel application installed
— or to access other kind of workbooks use workbook activities
We can find them in activity panel itself under the category workbook
Which includes the same activities like what excel has
— read range
— write range
— write cell
Etc
