i do not have all the details of your issue, but it seems to be related to how google moves or copies files in the cloud.
From my experiments, if i move a file under a different name, it will keep it’s id. If i keep the name, it will change it’s id.
Quite simply, to be sure you do not have to know how the server side treats this, use a sequence of:
Find Files and Folders
Move/Copy File
Find Files and Folders
no matter what the use case is, the second find activity will yield the correct id. If you use the id from the first search, it might have change upon moving/copying, which makes sense it you think about it. This behavior is server-side and can be tested in the browser.
