SOAP Error - SOAP Request

In SOAP request wizard, I entered the service desc and clicked on GET, I am getting below error.
Please provide some help what could be the reason behind this issue

I got this same error when I tried to use a .wsdl file that contained links that were not reachable from the network I was in. The same .wsdl started to work when I switched to the correct network.
