Panel float is greyed out

I want to be able to make panels float
It seems to be greyed out since last update.

Any ideas what it might be?

Version: Studio community 2022.10.1

This issue is known in recent release outcomes.

This issue is still present as of 2023.4.4. The UI is barely usable without being able to float at least some of these panels, is there any plan to fix it so that the working area of the screen isn’t choked down to a postcard?
