I see, UiPath Dev license has Apps services enabled and need to know if we still need to procure Apps Unit license if end users are going to use the APP
Yes you will require Apps units as these will get consumed when users will use the App. Refer this solution.

when I check online, its showing app unit is required only for external app but in our case it will be used for internal users only, do we still need to procure App unit bundle ?

Either you buy an Apps Unit bundle and then those units are consumed when external users access the app.
Any user that does not hold a named user license is considered an external user. Named user licenses include any Developer license, an Attended Robot license or an Action Center license.
At least that’s how I understand it. Could be wrong.
