Interact between Skype free & Jira

Hi

I want to interact with clients who log support request via skype. I want to add those interactions to Jira & respond to clients asking for more details & then give them their ticket number. The Azure bot service has many limitations & its been discontinued. Any ideas of shortest deployment via uipath or other solution?
