How to compare new file with response file in excel automation

Hi , need to check if any row in response file is present but not in new file then it has to be removed AND if any row which is available in in both file needs to be kept but has to be picked from response file.
responseFile.xlsx (9.7 KB)
NewPO.xlsx (8.8 KB)
