Dispatcher need REFramework?

I have a question about Dispatcher.

When add Queue multiple data from resource (like Excel), I believe it is call Dispatcher , What does UiPath recommend for dispatchers?
Do I need to use RE-Framework (or State machine)?

A state machine or workflow is usually sufficient for a dispatcher bot, but will depend on the complexity of getting the information to load etc.

Simply you can use read range activity and for each row activity and add queue item you can keep in side for each row activity. Aa queue item
You can provide queue name
