Will the config file be uploaded to Orchestrator?

Config file when using ReFramework gets published in the nupkg package. so in a way yes it gets uploaded in orchestrator.

You can of course change the location of your config file in your version of REF, and pacing it in a shared location for the Robot and developer. (In case you want to make changes without republishing)
But if changing config parameters runtime is a requirement it is better to use assets for this. Having the config bound withing the package brings a few security perks so that a developer can’t make untraced changes, depending on your security requirements.
