i am getting a pop up while recording
can any one clarify whats the pop up means

Means selector which you are clicking/ scraping is not a stable selector. Which may leads to bot failure. To identify your required element UiPath is asking to identify relative to a stable selector

But For the first time i done for notepad, it was working fine
but even now the issue persist for notepad too
how to overcome this sort of issues ? is there any solutions ???

relative scrapping some times may fail due to resolution and please make sure that the relative position of anchor element should be same all the time
