Why doesn't the Uipath.Form.Activities library I downloaded have the Create Form activity?

I’m looking in the web page “https://docs.uipath.com/zh-CN/activities/other/latest/workflow/local-css-file” tutorial, But I can’t find the Create Form activity in the Form library I downloaded. Why is that?
