Unable to load DLL 'recdiag.dll' or one of its dependencies in OmniPage OCR

Omnipage OCR activity inside Read PDF with OCR is giving the following issue: Read PDF With OCR: Error performing OCR: Unable to load DLL ‘recdiag.dll’ or one of its dependencies: The specified module could not be found. (0x8007007E) OmniPageErrorLoadEngine

The activity is working fine on Local Machine but giving issue when trying to run on VDI.
Tried with multiple versions of OmniPage activity but still getting same error.

Could it be that something is blocking access to this file? Those types of errors are often caused by internal protection software that is eager to stop specific DLL files from loading.
