Try creating it from here:
Can you please Clean up unused processes or folders if hitting object caps
As well check weather that license is occupied by some other developer.

Did you happen yo create many accounts and deleted and recreating?
Recently a quota limitation is included..you might need to recreate the org by deleting and adding again or reach to support to increase it

How to create tanent again can you please guide me on same.
i cannot see any option to crate tanent

Deletethe complete organization
And then just as a fresh user open community link and recreated the account..it wpuld be created just as a fresh account
