Unable to add a new item to SharePoint List - fields of type "PERSON_OR_GROUP"

Hello,

Could you please help me with the following scenario;

I would like to add a new item to the SharePoint list, but I have 2 fields of type “PERSON_OR_GROUP” where I set the user name, all time I receive an error message “generalException”, Without these two special fields I can add items to the list.
If I updated the fields from UI Browser, and I want to read the value for these fields, all time the value is null (but in UI I can see the assigned user)

Also, someone knows how I can receive all IDs from a drop-Down field?

Any ideas?
