The required version of .NET core runtime is mentioned on the Software Requirement page and can be installed from the document Test Manager - Software Requirements. Nothing is logged in Event Viewer when this happens, which means the website is not reachable at all.

Make sure to check appsettings.production.json inside the installation directory and validate that all the settings are correct.
