I am trying to setup orchestrator to do the RPA Developer Advanced Certification. Can you set this up completely free through the express version? Can this program be setup by someone on their home computer with no further cost? Please advise.

According to the below Orchestrator documentation, only Standard and Enterprise versions of SQL Server are supported:
This is likely related to (amongst other things) the maximum memory limitations on SQL Express (1GB), which does not meet UiPath recommended memory capacity for SQL Server (8GB):
