What is this error no connection could be found ?

SERVER : “smtp-mail.outlook.com”
SERVER : 587

ERROR : "SEND SMTP mail message : no connection could be made because the target machine actively refused :

Try to execute with this:
sever display name=“smtp.gmail.com”
port=465

But I am sending from outlook.

This might happen because of a firewall blocked your way. check SMTP setting
