Can we block users with a Community license from publishing to the Cloud Orchestrator on the organization’s network? Also, can we prevent logs from being saved to the Cloud Orchestrator?
You can restrict deployments and log access by assigning custom roles in Orchestrator, but this option is not available in the Community license.
Is it possible to block the API that performs package upload at the network level?

Go to Tenant > Manage Access > Access Rules, click More Options for the user, and select Check Access.
From there, you can edit user permissions for both Tenant and Folder by selecting or deselecting the assigned accesses.
I am not able to monitor the users. They each have their own cloud orchestrator.
Then they are breaking the terms of the UiPath licence agreement. Community cannot be used for commercial use. If they are using an API to push packages to your organizations tenant then thats a gross violations cause they are deliberately bypassing needing to buy a developer licence.
Sounds like you want to fix this, but you should alert this violation to whoever manages your UiPath contract. I’d suggest revoking their access to your Org.
