Publish packages with requirements to orchestrators with Azure DevOps

Hello colleagues, I hope you are well, I present a problem with the packages that I publish from Azure DevOps to the orchestrator, when the package does not contain any requirements (such as Integration Services) it works correctly, but when it has a requirement, they do not load, they are not visible in the package requirements module
What can happen and how can I solve it?

Note: When I load the same package directly from UiPath Studio, it loads without problem
