Do you get the same error if you try to choose other feed such as nuget.org ?
If so, it may be settings matter, for example, proxy.

On a first look (and after verifying that it worked for me), it looks like a general connection issue to the feed (it may be blocked by a firewall).
Does it happen for all packages, or just the Database one?
