We are currently in the process of migrating to UiPath cloud, hence, the need to also migrate our on-prem governance policies to Automation ops.
As per my current understanding, we can directly upload our policy files(from file based governance model) to automation ops.
However, to do this, we first require to generate modern policy files.
And that’s where we are stuck:
We don’t see any option to generate modern policy files under Home->Help->Generate Governance File.
Whenever we do this, it simply downloads a policy config file without prompting for classic/modern policy download.
And if we try to upload the policy config file generated in above step to cloud automation ops, system throws below error:
Upon further digging on this topic, I learned that to be able to generate modern policy files, studio should be connected to automation ops.
But we are on on-prem file based governance model not on on-prem automation ops.
Hence, how to generate modern policy files for migration?
Have any of you come across such scenario?

I have tried this on 2023.10.5 version which is connected to our on-prem orchestrator.
Also, i have tried doing the same on 2024.10.1 version of studio which is connected to our cloud orchestrator.
But, none of the places I could get an option to select a policy type. It simply downloads the classic policy config file.

After further analysis and testing, it is found that
You can see option for Generating modern policy drop down only when shown as “signed-in” from Assistant.
"Policy gets applied only when you are shown as “signed-in” from Assistant.
You can use both type of Governance - Automation ops and File based Governance in the cloud. Priority sequence in case both types are enabled will be - 1) Automation ops 2) File based Governance. This can be useful only there is some issue in connection to Automation ops which is when 2nd level policy(file based governance) will be applied automatically.
Hope this info helps anyone struggling to enable Governance.
