the default time out is 30 seconds, you can increase or decrease for the activity by open Target from the properties panel you shown
When explicitly given the value in property panel, this will take the preference. If nothing specified in the properties of the activity, default values will be applied from project level.
So here in the example, properties are supplied to the activity so the timeout would be 15 seconds.
Option 3: 15 is correct answer.
The answer is 15 sec option c
Now first image is indicating project setting
Where as your second image is the activity property setting
If anything is set up there
During run time that will be considered
Project settings will be applied when activity settings are not declared
