Excel in read only even with password

hi
my excel is still openning in read only mode even with password in the proprieties panel .
I try several thin g but it is not working
any help will be apreciate

U mean the pop up is coming in the excel file as Read only?

the pop up is coming only if I open manually , but if I used the password in excel scoop , there is no pop up and the excel coming in read only mode
