CHECK ALL LINES AND THEN DRIVE THE ROBOT - CHECAR TODAS AS LINHAS E DEPOIS ACIONAR O ROBÔ

Hello guys!
I have a problem.
I need my robot to check all the lines at once and then trigger the conditions.
In practice it would be:
If my Order column is not empty and the Status column is empty, it is for the robot to enter SAP. But, if my order column and PDF are empty or both are not empty, it is to bring a message that says “No new files”. But, he is bringing that message to each line. How to declare for him to read everything at once?

Eu preciso que meu robô check todas as linhas de uma vez para depois acionar as condições.
Na prática seria:
Se a minha coluna Ordem não for vazia e a coluna Status for vazia, é para o robô entrar no SAP. Mas, se minha coluna ordem e PDF forem vazias ou ambas não vazias, é para trazer uma mensagem que diz “Sem novos arquivos”. Mas, ele está trazendo essa mensagem para cada linha. Como declarar para ele ler tudo de uma vez?
