how to bring up the data scraping tool in the toolbar?

Here you are using the Modern design. In that Table Extraction is capable of doing the Data Extraction. If you still want the Data Extraction you need to change the designer to classic.

Go to Home->Settings->Design->use modern for New project(disable it)

If you want to switch the current project:

Go to project settings->Modern design experience( disable it)
