While creating project, defaults packages are not coming

I do not see a problem with your package, you seem to have gone from a template and that template includes the two packages that are present in the project.

When you use different project templates you get different packages.

It still depends on the template you pick.

If they slimmed out the basic project template as Peter says then nice, good improvement, but its always based on what the template says, if you want certain dependencies you can create your own templates and use those.
