Which SDLC Environment should Citizen Developers connect to?

Which SDLC environment should Citizen Developers typically be connecting to? A Dev environment because they are develop, or production environment because they deal with everything in production by default?

Normally you would connect RPA Developers to a Dev environment which is where you would provision Automation Developer licenses etc. Their machines/templates would be in the DEV environment for this reason too.

But the citizen developers pose a unique situation in that they are given access to the StudioX software, where they build automations that never go through the DEV to Test to Production lifecycle. They run their automations directly on production applications, (hoping they do it right) So the question is where do you provision their X licenses, their machine templates and other artifacts if any?

Sorry, but that article talks about automation hub. It does not address my specific question.

They do have automation cloud account to manage the licence, orchestrator and everything.
