What does Toggle mean?

In a check / uncheck action, what does the “Toggle” option do?

it will change the current state to the opposite
check → unchecked
unchecked → checked

it will change the status of the check box. if the current status is checked, the action will uncheck. if the current status is unchecked, the action toggle it to check status.
