Upload button is exist in cloud orchestrator

i am using uipath Cloud Orchestrator version 2020.4.
i have requirement to use custom activity .
if i want to upload package to orchestrator upload button is not available

To Uploading a library requires your user to have Create permissions on Libraries.
On your Your role , check the permissions on roles you are in.

i am admin so by default we have all those are enabled.

if you check my image it does not have option at all.
