Upload Package Button Disabled in UiPath

Hi! I have some main problems with Orchestrator 2018.4.3

It Looks like I have some problem. I can’t Upload Packages. Nor From Here and not from the package panel.

The only way I have to do this is erasing the process and creating it again with the new package version. I’m doing thiss everytime that I need to upload a new version. How Can I Solve this?

It’s for the orchestrator version? Because I have this option in a 2019.4 Orch
