Upgrade to 2019.10 Studio without upgrading Orchestrator

Can you upgrade to the new version of Studio (2019.10) to take advantage of the new debugging without upgrading Orchestrator? And if you can, will you be able to create packages and have them run under the Orchestrator version that is not upgraded?
