after starting the debugging, it not responded

It seems already running, Pls try to restart the UiPath Studio and try again.

yes , on task manager the process is running, but there are no executions started on foreground similarly to local machine where it works
Check in Orchestrator might be some process is triggered or open the assistant and make sure , no any process running.
Please verify the license assigned to the user linked with the VM. To debug the process, an attended license is required.
Can you show screenshot of your studio from VM, that also shows status bar on the bottom of studio?
