  1. Is it possible to supply filter criteria inputs from business users via Apps? —> Yes, it is feasible
  2. Get filtered data out of Data Services and displayed them into Apps. ----> Yes, it is feasible
  3. Is it possible to download filter records report from Apps. I have seen few posts to upload/download report from Storage buckets. This requirement seems bit different but objective is to download filter records displayed from DS in excel format via Apps.

This requirement seems bit different but objective is to download filter records displayed from DS in excel format via Apps. - It’s not possible direct but what you can do you can build a process and read data from data service and append into an excel and upload into storage bucket and then download to Apps.
