Rollout Apps to business users

What are different ways to roll out UiPath Apps to business users (2 or 3) in your organisation?

  1. Publishing and sharing URL with users after allow permission.

  2. Export it as application file ( *.uiapp file).

If i am going with approach 1, do i have to consider licenses requirements for three users or just assign permission. They just need to interact with URL and enter details.

Once details are entered, direction integration with data service will happen as direct rule.
