Make sure that the “debug.log” file mentioned in the error message path is closed before publishing the package.

Can you send the screenshot of error message for better understanding.
Also you can try to close the opened log file from task manager - > End task (if you’re not sure where it is opened and how to close it).
Close the log file if it’s opened in note pad or in any other application & try.
