We can run multiple background processes at once and only one fore ground process…as the machine template is assigned with 3 licenses maximum of 3 background only can run as the licenses are only 3

Additionally, each background process consumes 1 license, even running at the same time (and same machine/session). So you can run as many background process at the same time depending on the number of available licenses (Unattended Robot)
For attended one, you can run background processes at once and one foreground with 1 license. The question is asking about run the bot in Windows Server and runtime licenses, so it talking about Unattended
