How to use format value?

Hi,
I have a datatable which includes numbers like
2,345
1,454
2,768
I want to make decimal seperator “.” and decimal digit “1” with Format Value activity. It used to very successful. However, it does not work correctly anymore. Could you please help with this issue? I also attached the file.
