How to publish the rpa code into Orchestrator?

I am trying to publishing the UIPath project into Orchestrator ,but it’s failed,I see there’s no
Number of developers using a Studio license exclusively in my orchestrator licenses.then how can i publish the UIPath studio code into Orchestrator ?

Did you check the connection of robot with orchestrator?
And Service tab too?
You can see the available robot or studio license on Service tab.
