Is it possible to make it so Action Center users cannot see unassigned tasks? Instead, they’d just their assigned and completed tasks.

I think you can control so via restricting “Action Assignment" permissions so that certain users don’t see the Manage Actions tab, which acts as the inbox for unassigned, pending, and completed actions.
