Generate Yearly Report - No report for all months

Hello,

In the Generate Yearly Report Assignment, how should we handle the case of no report available for all the months in a year? I mean if a TaxID exists where all the months in a year gives no report, what should be updated in the Work Item for that WIID? Kindly let me know. Thanks!
