Can we invoke VBA for Excel which is not activated

Please let me know how to use invoke VBA for not activated Excel.

What do you mean not activated?

ideally you can attach to any excel that is open

Thank you for the response.
MS office is not activated OR product key has been expired, still can we execute the VBA activity.
Or it is required to Activate the MS office & then use the Studio.

We need a valid license or activated license only then we can execute a macro
