At the moment, the RE Framework template does not support the configurational combination of Windows compatibility & C# language. Although it’s available for the combination of Windows Legacy compatibility & C# language, it is not recommended to use Windows Legacy, which is being phased out and will no longer be available for new projects on the next Enterprise release.
