First You have to check whether if your role or tenant having access to do it from your self
if not ,you cannot do it without administrator permissions (what i mean is whith out having admin role to do it you have to sett following permission to do it)
So…
If your user role / folder / tenant having following permissions along with your user, you can be create the users without using admin all permissions
Permission related to users category as follows
View : when u have this You can see entire user list but cannot do anything, just only view
Edit : You can edit created user informations
Create : This is the function you able to have the permission to create the users
Delete : Permission to delete the users
In addition to go through this, according to your requirements you have to have following category permissions also
ROLES…
FOLDERS…
I followed the entire procedure to create a user, but the documentation did not specify how the new user is going to log in. What I did was I invited a new user, from Admin—> Accounts & Groups–> Invite Users. Then the user received an email to register, but when he enters it seems that a message appears outside that says: “There are no organizations available for newuser@companyname.com” And in the status of the invitation, it says pending…
Carefully revise the new user’s permissions, this sounds like even though they got access to Orchestrator, they were not granted access into the orchestrator Tenant, just make sure you give them permission to a tenant.
