To let business users approve/reject Action Center tasks, you need to configure:
Assign each business user (or group) to the Orchestrator modern folder where the actions are created:
For business users who only work on their own tasks (My Actions):
Minimum recommended permissions in that folder:
This matches the Document validation user pattern in Roles and permissions.
If some users must manage others’ tasks (Manage Actions view), use an Action Admin–style role with Action Assignments: Edit/Create/Delete.
Depends on your commercial model:

Any of these Named User licenses gives Action Center access:
Unified Pricing (Unified Pricing licensing):

User must have access to Action Center
The user should have access to the tenant. Also, have an Action Center license assigned if required by your licensing model. The user should have been logged into the orchestrator atleast once.
The user must be added to the folder where the process/action is created.
At a minimum, the user needs access to the folder containing: Action Catalog, Action, Process generating the action
Without folder-level access, tasks may not appear even if the user has tenant-level permissions.
